In order to further improve energy efficiency, there are international markets similar to carbon rights trading, such as the Tradable White Certificate (TWC), which means that the government sets the target amount of energy-saving and allocates the target amount to energy-saving obligations.
Enterprises and individuals can obtain white certificates through fair measurement and certification (M & V).
These white certificates can be sold through the market to those who have not reached the energy-saving obligations of the savings target.
